Subject: Allocation of the candidates who have qualified on the basis of the Graduate Level Examination, 2005 to the post of Inspector (Central Excise), Inspector (Preventive Officer) and Inspector (Examiner) in the Central Board of Excise and Customs.
Sir,
I
am directed to say that on the basis of results of Graduate
Level Examination, 2005, the candidates recommended by the Staff Selection
Commission, Department of Personnel & Training, for appointment as Inspector
(Central Excise), Inspector (Preventive Officer) and Inspector (Examiner) under
the Central Board of Excise and Customs, Department of Revenue have been
allocated to the various Central Excise Zones and Custom Zones.
2. The dossiers of the qualified candidates containing their applications and other documents are being sent herewith to the respective Chief Commissioners as listed in the Annexure to this letter.

All candidates recommended for appointment may be called
immediately for the physical test. These
candidates are required to undergo the prescribed medical examination. Their
medical examination should also be conducted before issuance of the appointment
letters. It must be ensured that
the candidates fill their Attestation Forms when they come for medical
examination. Offers of appointment to candidates who qualify in the physical
standard/test and are found medically fit may be issued without delay. In
the letter containing the offer of appointment, it may be mentioned that the
officers on promotion is liable to be transferred anywhere in India.
Copies of offers of appointment issued may be endorsed both to the Under
Secretary (Ad.III B) in the Board, as well as to the Under Secretary (C-III),
Staff Selection Commission, New Delhi.

It is necessary to check the original certificate regarding
date of birth, educational qualifications etc. of the candidates and any other
relevant particulars before issuing the letter of appointment. The
Staff Selection Commission has specifically mentioned that cut-of-date for
Essential Qualification in Graduation from a recognized University or equivalent
has to be as on 1.1.2006 and has
directed to verify this aspect before appointing candidates.
The date of issue of Marks Sheet/Certificate from the University is taken
as date of possession of Essential Qualification.
In case of
candidates belonging to the Scheduled Castes/ Scheduled Tribes/ Other Backward
Classes, the original castes certificates issued by the competent authority
should necessarily be checked before the letter of appointment is issued. It may be reiterated that
the appointing authority must satisfy itself fully regarding the eligibility of
a candidate to hold the post before issuing the letter containing the offer of
appointment. If any discrepancy is found on any ground the case may be
referred to the Staff Selection Commission under intimation to the Board.

The
dossiers of the candidates who do not qualify either in the physical test or in the medical examination may be returned to the Staff
Selection Commission with a certificate to that effect under intimation to the
Board. In the case of orthopaedically handicapped (one leg effected
or one arm affected or partially hearing impaired with
assistive devices)
candidates, they may be allowed to join provisionally subject to their passing
the physical test at a later stage, after the new physical parameter for this
category are evolved in consultation with NIOH, Kolkata and , Ali Yaval
Jung National Institute for the Hearing Handicapped, Mumbai.
6. All Chief Commissioners concerned must ensure that the candidates who accept the offer of appointment should join their duties latest by 31.8.2008. Thereafter, the newly appointed Inspector (Central Excise), Inspector (Preventive Officer) and Inspector (Examiner) should undergo the mandatory training in the Regional Training Institute concerned, before their regular posting.
7. The offer of appointment should be sent only by Registered post. If the letters are returned by the postal authorities undelivered, the letters along with the envelopes containing remarks by the postal authorities should be retained for record purpose. In such cases, a copy of the offer of appointment should be sent to the permanent address of the candidates, if it is different from that of the initial mailing address. In case a candidate declines to accept the offer of appointment or fails to report for duty, or there is no response from him/her, even after issuance of a reminder through registered post, the offer of appointment should formally be cancelled and the candidate informed accordingly. The dossiers of candidates who decline to accept the offer and in those cases where the second letter is also returned undelivered, should be returned to the Staff Selection Commission under intimation to the Board, after placing therein a copy each of the letter containing the offer of appointment, subsequent reminder and the memorandum of the cancellation of offer of appointment.
8. The Board is of the view that the newly appointed Inspector (Central Excise), Inspector (Preventive Officer) and Inspector (Examiner) who are allocated to the zone in which their Home Town is situated, should be invariably posted to a Commissionerate other than the Commissionerate in which their Home Town is situated.
