As you are aware, under Rule 18(ii) of CCS(Conduct) Rules, 1964, every Government servant(including Group ‘A’ Officers) is liable to furnish Annual Return of Immovable Property(IPR) held by him/her for the period ending on 31^st December of a year by 31^st January of the following year. Failure in filing the IPR has to be viewed as misconduct under Conduct Rules. DOP&T, vide OM dated 23.05.2011 had advised the Cadre Controlling Authorities to place the IPRs of the officers in the public domain by 31^st May,2011.

2. In view of the aforesaid DoP&T instructions, the Board has assigned DGHRD the task of uploading IPRs of all Group ‘A’ officers on www.dghrdcbec.gov.in. The work in this regard is presently underway in coordination with SO (P) Section of Ad.II, CBEC, who are the custodian of IPRs of Group ‘A’ officers. It is seen that the IPRs of only about 10% of Group ‘A’ officers for the year 2010 (return as on 01.11.2011) have been received in the Ad.II Section. Due to this, the Board is finding it difficult to comply with the instructions of the DoP&T.

3. Therefore, you are requested to send copies of IPRs of all officers posted under your respective charge(except those of the officers whose names have been posted on the website) to SO(P) Section of Ad.II, CBEC immediately, under intimation to the HRM wing to DGHRD, New Delhi.
